Can Learner Drivers Go on the Motorway in the UK? Rules, Requirements and Tips for 2026
Can I drive on the motorway before I pass my test?
The law changed in 2018, allowing learner drivers to have motorway lessons before passing their test. But that does not mean any qualified driver can supervise you on a motorway. There are specific requirements covering who can teach you, what type of car must be used, and how your lesson should be conducted.
This guide explains the rules clearly, including who can supervise, why dual controls and L plates matter, and what you can expect from your first motorway lesson. It also covers smart motorway safety, a practical readiness checklist, and post-test options such as Pass Plus.
Tip: Use the checklist before booking your first motorway lesson. If you are a parent or supervisor, share this guide so everyone understands the rules before a learner gets behind the wheel on a motorway.
Direct Answer: Can Learner Drivers Go on the Motorway?
You must be with an approved driving instructor (ADI), and the car must have dual controls and display L plates. The ADI must also decide that you are ready for motorway driving.
The 2018 Law Change Explained
The rules changed on 4 June 2018. Before then, learner drivers could not drive on motorways. The change allowed learners to receive supervised motorway tuition with an ADI in a dual-controlled car. The aim was to give learners proper experience of higher-speed driving before passing their test, rather than leaving their first motorway experience until they were newly qualified.
The Motorways Traffic (England and Wales) (Amendment) Regulations 2018 came into force on 4 June 2018. Separate legislation implemented the change in Scotland. Current GOV.UK guidance confirms that learner drivers can use motorways in England, Scotland, and Wales when required conditions are met. Northern Ireland operates under separate rules.
Legal Requirements for Motorway Lessons
1. Approved Driving Instructor (ADI) Supervision
Only an approved driving instructor (ADI) can supervise a learner on a motorway. A trainee instructor cannot take you onto the motorway for a learner lesson. GOV.UK specifically confirms this restriction. Choose an ADI who actually offers motorway tuition, as not every instructor includes motorway lessons as part of their standard training.
2. Dual Controls and L Plates
The training car must have dual controls, allowing the instructor to operate the brakes and other controls when necessary. It must also clearly display L plates on both the front and rear of the vehicle.
3. Instructor's Competence Decision
There is no separate motorway test. Your ADI decides when you are ready based on your existing driving skills, confidence, and ability to manage a higher-speed environment safely.
Trainee Instructors and Motorcyclists
Trainee driving instructors cannot supervise learner motorway lessons. Learner motorcyclists are also treated differently from car learners—the 2018 law change applied specifically to learner car drivers, not motorcyclists.

Who Cannot Take Learners on Motorways
Your parent, friend, or another experienced driver cannot supervise your motorway practice simply because they have held a licence for years. For a learner car driver, motorway lessons must be with an approved driving instructor (ADI) in a dual-controlled car displaying L plates.
Parents can still play an important role: help your learner build confidence on ordinary roads and dual carriageways, discuss what they learn during ADI lessons, and encourage further motorway experience after passing the test. Pass Plus is one option for post-test training.
Learner Motorcyclists: They are different. The 2018 change allowing learner car drivers onto motorways does not permit learner motorcyclists to use motorways.
Is Motorway Driving Part of the Driving Test?
No. Motorway driving is not part of the standard practical driving test. Motorway lessons are voluntary, and you do not need to complete one before taking your practical test.
However, motorway experience is valuable for real-world driving. The skills involved include joining at speed, maintaining safe following distances, changing lanes, and reading motorway signs. Treat motorway tuition as preparation, not another test.
What to Expect During a Motorway Lesson
Before the Lesson: Readiness and Planning
Your ADI should not take you onto a motorway simply because you have asked. They will consider whether you can control the car confidently, maintain your position, use mirrors effectively, and deal with normal traffic before introducing motorway driving.
For your first lesson, an off-peak time is sensible. Lighter traffic gives you more space to concentrate on joining, lane discipline, and observation. Check motorway conditions before setting off via live traffic resources.
Entering and Leaving the Motorway
Your ADI will normally build this up step by step:
- On the slip road: Build up speed appropriately, check mirrors and blind spots, look for a safe gap, match your speed to motorway traffic, and merge smoothly.
- Once established, check your mirrors and settle into the left lane.
- When leaving, plan early, check mirrors, signal in good time, and move into the exit lane safely without last-second maneuvers.
Lane Discipline and Overtaking
The left-hand lane is the normal driving lane when clear. Middle and right lanes are for overtaking or managing high traffic volumes, after which you should return left. Because motorway traffic moves quickly, mirror and blind-spot checks must be frequent before every lane change.
Variable Speed Limits and Smart Motorway Features
Smart motorways use signs and signals to manage traffic:
- Variable Speed Limits: Displayed in a red circle and are legally mandatory (camera-enforced).
- Red X: Means the lane is closed. Never continue driving in a lane showing a red X.
Common Mistakes and How to Avoid Them
- Hesitating when joining from a slip road.
- Failing to check mirrors properly before changing lanes.
- Staying in the middle lane unnecessarily.
- Misreading variable speed limits or red X signals.
- Following the vehicle ahead too closely (maintain at least a 2-second gap, increasing in wet weather).
Smart Motorways and Learner Drivers
Smart motorways can feel confusing at first because the signs above the lanes can change. The key is to understand what each signal means before you need to react to it.
Red X Signs and Closed Lanes
A red X means the lane is closed. You must not drive in a lane showing a red X—move out of the closed lane as soon as it is safe to do so.
Variable Speed Limits and Enforcement
Variable speed limits are shown on motorway signs, usually above the lanes. When a speed limit is displayed inside a red circle, it is mandatory.
These limits can be enforced by speed cameras, so do not assume that a temporary limit is only advice. Get used to checking overhead signs regularly, as speed limits can change while you travel.
Hard Shoulder Running and Emergency Refuge Areas
Some smart motorways use the hard shoulder as a running lane during busy periods. Overhead signs tell drivers whether this lane is open or closed.
Smart motorways also feature Emergency Refuge Areas (ERAs)—designated places where you can stop if your vehicle develops an emergency and you cannot continue safely. Your ADI will explain the specific type of motorway you are using and what to do in case of a breakdown.
- Obey every red X immediately when safe to move.
- Follow mandatory variable speed limits.
- Check overhead signs regularly.
- Know how to identify Emergency Refuge Areas.
- Plan your exits early and maintain safe following distances.
The aim is not to memorise every motorway feature, but to develop the essential habit of looking ahead and responding early.
Motorway Readiness Self-Assessment Checklist
Before booking your first motorway lesson, ask yourself if you meet these confidence markers:
Myth vs Fact: Common Misconceptions About Learner Drivers on Motorways
| Myth | Fact |
|---|---|
| Myth: Any experienced driver can supervise a learner on the motorway. | Fact: Only an approved driving instructor (ADI) can supervise a learner on a motorway, using a dual-controlled car with L plates. |
| Myth: Motorway driving is part of the driving test. | Fact: It is not part of the practical driving test. Motorway lessons are voluntary. |
| Myth: Learner motorcyclists can use motorways. | Fact: Learner motorcyclists are not permitted to use motorways. |
| Myth: Motorway lessons are compulsory before the test. | Fact: They are voluntary, but motorway experience is strongly recommended for real-world driving. |
| Myth: Smart motorways are too dangerous for learners. | Fact: With proper ADI instruction, learners can be taught how to understand and respond to smart motorway signs and features safely. |
Post-Test Options: Pass Plus and Refresher Courses
Pass Plus Motorway Module
If you do not have motorway experience before your test, Pass Plus is one option after you qualify. It is a structured post-test training course that includes motorway and dual-carriageway driving, alongside other areas such as night driving and rural roads. It can be useful if you want broader experience rather than simply more motorway practice.
Post-Test Refresher Courses
You can also book a motorway refresher lesson with an ADI after passing your test. This is particularly useful if you avoided motorways as a learner or still feel uncomfortable with joining, lane changes, overtaking, or busy motorway traffic.
A local ADI-registered school such as Zee Drive offers standalone motorway lessons and refresher packages tailored to your needs.
Insurance and Confidence Benefits
The main benefit is straightforward: better preparation and greater confidence.
Some insurers may offer discounts for additional driver training, but this varies between insurers and policies. Never assume Pass Plus will automatically reduce your premium—check with your insurer before booking on that basis.
Comparing Motorway Lesson Options
| Option | What it includes | Best for | Typical cost |
|---|---|---|---|
| ADI Motorway Lessons | Supervised motorway practice with an ADI in a dual-controlled car | Learners wanting motorway experience before their test | Varies by instructor |
| Pass Plus | Post-test training including motorway/dual-carriageway driving and other modules | Newly qualified drivers wanting broader experience | Varies by provider |
| Post-Test Refresher | Targeted motorway practice with an ADI | Qualified drivers lacking motorway confidence | Varies by provider |
Frequently Asked Questions
Are the rules the same in Northern Ireland?
No. Northern Ireland has separate driving rules. The current GOV.UK motorway provision applies to England, Scotland, and Wales. Northern Ireland rules should be checked separately before planning motorway tuition there.
Can automatic-only licence holders take motorway lessons?
Yes. A learner with an automatic-only provisional licence can have motorway lessons in a suitable automatic dual-controlled car with an ADI, provided all standard motorway conditions are met.
Can foreign learners drive on UK motorways?
Not simply because they are foreign learners. You must have the appropriate permission or provisional licence to drive in Great Britain. Where learner rules apply, you must still be supervised by an ADI in a dual-controlled car. Check your licence position on GOV.UK first.
Can learners tow a trailer on the motorway?
Trailer rules are separate from motorway learner rules. Whether you can tow depends on your licence entitlement, vehicle, and trailer combination. Do not assume a provisional licence gives permission to tow on a motorway.
What are the penalties for breaking the rules?
A learner using a motorway without meeting legal requirements faces enforcement action, including penalty points, fines, and insurance consequences. Never rely on an experienced parent or friend to supervise motorway driving.
Do 2026 driving test booking changes affect motorway lessons?
No. The 2026 booking changes (such as learners managing their own test bookings and restrictions to the three nearest test centres) affect test planning only, not whether you can take a motorway lesson.
